Cornyn&amp;#39;s challenger Texas State Rep. Rick Noriega denounced Cornyn&amp;#39;s vote to block H.R. 6331 the &amp;quot;Medicare Improvements for Patients and Providers Act of 2008&amp;quot; as another example of Cornyn&amp;#39;s misplaced priorities &amp;ndash; putting special interests over Texas seniors.&lt;br /&gt;&lt;br /&gt;&amp;quot;With his vote, John Cornyn jeopardized access to healthcare for millions of Texas seniors and put Medicare on the brink of disaster,&amp;quot; Noriega said. According to the Texas Medical Association, 58 percent of Texas physicians will have no choice but to limit the number of new Medicare patients they treat. Noriega said Cornyn&amp;#39;s actions will force more and more physicians out of the Medicare program. &amp;quot;This move is particularly harmful to seniors and veterans in rural Texas, many of whom already must travel long distances for healthcare. In the Senate the bill fell one vote short of those needed for the bill to progress.&lt;br /&gt;&lt;br /&gt;&amp;quot;Instead of standing up for Texas seniors and veterans whose healthcare is at risk, Cornyn has once again put partisan politics and the profits of private, for-profit Medicare HMOs ahead of the needs of Texas families and those who provide their medical care,&amp;quot; said Noriega. &amp;quot;Until Cornyn stops the obstruction, healthcare for millions of Texans is at risk &amp;ndash; the clock is ticking.&amp;quot;&lt;br /&gt;&lt;br /&gt;CQ TODAY ONLINE NEWS &amp;ndash; HEALTH&lt;br /&gt;July 1, 2008 &amp;ndash; 2:28 p.m.&lt;br /&gt;Doctors&amp;#39; Lobby Targets GOP Senators Over Medicare Vote&lt;br /&gt;By Alex Wayne, CQ Staff&lt;br /&gt;&lt;a href="http://www.cqpolitics.com/wmspage.cfm?docID=news-000002909896" target="_blank"&gt;&lt;strong&gt;http://www.cqpolitics.com/wmspage.cfm?docID=news-000002909896&lt;/strong&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;The American Medical Association, the influential trade association for doctors, began running television ads Tuesday targeting 10 Republican senators who voted last week against a bill that would reverse a scheduled cut in Medicare&amp;#39;s physician payments.&lt;br /&gt;&lt;br /&gt;The AMA&amp;#39;s advertisements, which call out the 10 senators by name, are part of a campaign by Democrats, seniors and doctors&amp;#39; groups to pressure Republicans to change their votes on the bill (HR 6331), which failed in the Senate last week by a single vote.&lt;br /&gt;&lt;br /&gt;Democratic Senate candidates in the states where the AMA is running ads are trying to make an issue out of the vote in their campaigns, and Republicans find themselves on the defensive, trying to explain their votes to angry doctors and worried seniors.&lt;br /&gt;&lt;br /&gt;The bill would halt a scheduled 10.6 percent cut in Medicare reimbursements to physicians, giving doctors a small increase instead. It was opposed by some Republicans &amp;mdash; and President Bush &amp;mdash; because the bill would pay for the increase by trimming costs in the Medicare Advantage program, in which private insurers provide benefits for seniors in place of the government. Most Republicans, including the president, support increasing Medicare payments to doctors.&lt;br /&gt;&lt;br /&gt;The pay cut was scheduled to take effect July 1, but the administration on Monday announced that the government will hold off processing doctor claims until July 15 to give Congress more time to reach a deal blocking the reductions.&lt;br /&gt;&lt;br /&gt;The Senate vote has made for an easy talking point for Democrats and doctors. In the AMA ads, a narrator charges: &amp;quot;A group of U.S. senators voted to protect the powerful insurance companies at the expense of Medicare patients&amp;#39; access to doctors.&amp;quot;&lt;br /&gt;&lt;br /&gt;The ads name GOP Sens. John Cornyn and Kay Bailey Hutchison of Texas; John E. Sununu of New Hampshire; John Barrasso and Michael B. Enzi of Wyoming; Bob Corker and Lamar Alexander of Tennessee; Roger Wicker and Thad Cochran of Mississippi; and Arlen Specter of Pennsylvania.&lt;br /&gt;&lt;br /&gt;Alexander, Cornyn, Sununu, Barrasso, Enzi, Cochran and Wicker all face elections this year. Sununu and Wicker are seen by Democrats as particularly vulnerable.&lt;br /&gt;&lt;br /&gt;An AMA spokeswoman would not say what the association is paying to run the ads, but called the buy &amp;quot;significant.&amp;quot;&lt;br /&gt;&lt;br /&gt;Many of the AMA&amp;#39;s targets are facing heat from their election opponents, as well. In Texas, the Texas Medical Association revoked its endorsement of Cornyn&amp;#39;s re-election because of his vote on the bill. His opponent, state Rep. Rick Noriega, is promising &amp;quot;to make health care accessible and affordable every day as the next U.S. Senator from Texas,&amp;quot; said his spokeswoman, Holly Shulman.&lt;br /&gt;&lt;br /&gt;In Mississippi, Wicker&amp;#39;s opponent, former Gov. Ronnie Musgrove, &amp;quot;is talking about [the Medicare vote] at all of his stops and all his events,&amp;quot; said his spokesman, Adam Bozzi.&lt;br /&gt;&lt;br /&gt;&amp;quot;We have heard tremendous feedback from both doctors and regular people &amp;ndash; families and seniors &amp;ndash; but especially doctors, who are just outraged at this vote,&amp;quot; Bozzi said.&lt;br /&gt;&lt;br /&gt;The targeted Republicans have differing explanations for their votes.&lt;br /&gt;Doctors&amp;#39; Lobby Targets GOP Senators Over Medicare Vote&lt;br /&gt;&lt;br /&gt;Cornyn&amp;#39;s campaign spokesman, Kevin McLaughlin, said that Cornyn wants to permanently fix the Medicare formula that has led to a number of scheduled reductions in physician fees in recent years.&lt;br /&gt;&lt;br /&gt;&amp;quot;Senator Cornyn remains committed to finding a long-term solution to this problem. These short term patches are not in the best interest of anyone,&amp;quot; McLaughlin said.&lt;br /&gt;&lt;br /&gt;He noted that only four months ago, the Texas Medical Association issued a statement applauding Cornyn for a bill he introduced that would overhaul the way doctors are reimbursed by Medicare.&lt;br /&gt;&lt;br /&gt;Specter&amp;#39;s explanation for his vote has been more complicated. Last week, he said that he voted against the bill &amp;mdash; despite supporting a nearly identical measure earlier in June &amp;mdash; because he didn&amp;#39;t like the procedure Democrats used to bring it to the Senate floor.&lt;br /&gt;&lt;br /&gt;But the newspaper Politico reported Tuesday that Specter voted no after a meeting with White House officials where he sought assurances that they would work to increase Medicare reimbursements for oncologists. Specter has Hodgkin&amp;#39;s disease, a form of lymphoma. He denied a &amp;quot;quid pro quo&amp;quot; with the White House in an interview with the paper. Failure of the Senate to pass the legislation is putting renewable energy expansion in the U.S. on hold and could cost 116,000 U.S. jobs and nearly $19 billion in investment in just one year if the credits are not renewed, according to the American Wind Energy Association (AWEA) and the Solar Energy Research and Education Foundation. Texas would be one of the states hit hardest by job losses. &lt;br /&gt;&amp;nbsp;&lt;br /&gt;Cornyn&amp;#39;s refusal to allow debate on incentives for renewable energies comes as the price of oil surged to an all time high of $140/barrel and Texans and all Americans face record gas prices.&amp;nbsp; The national average for a gallon of regular gas soared to $4.08 on Monday, the highest level on record. Texas gas prices average $3.93 per gallon.&amp;nbsp; [AAA Fuel Gauge report, 6/18/08] &amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;U.S. Senate Candidate Rick Noriega, who returned to the campaign trail this week after serving two weeks of active duty with the Texas Army National Guard, supports incentives for renewable energy as part of a long term plan to reduce America&amp;#39;s dependence on foreign oil.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The Renewable Energy and Job Creation Act of 2008 also included many tax incentives that Texas families depend on -- including the child tax credit, a tax deduction for higher education expenses, and even the Teacher Expense Deduction which allows teachers to deduct expenses when they dip into their own pockets to provide needed supplies for their classrooms. It would direct the Energy Department to set new energy efficiency standards. The additional amendment would strike a provision that would require utilities to produce 15 percent of their electricity from alternative sources by 2020. He said, &amp;#39;&amp;#39;In the most recent long-term projections prepared  		by the Congressional Budget Office (CBO), outlays from Social Security,  		Medicare, and Medicaid combined are projected to increase to 10.5  		percent of GDP by 2015-an increase of approximately two percent of GDP  		in less than a decade.
